In the series the gates are made by an empire and each ship pays a toll to use it, with revenue going to the gate owner.
The Sh'Lassans Sh'Lassan Triumvirat allowed Earth Earth Alliance to build a gate in their system so I suspect neither will pay a toll to use it but others would.
